Regulation of public services
ART. 1. GENERALITIES
(1) Users’ access to the catalogues, collections and services of the “Alexandru și Aristia Aman” County Library is in accordance with the provisions of this regulation and with the legal provisions relating to the protection of national cultural heritage, copyright and related rights;
(2) Romanian and foreign citizens who have permanent residence in the municipality of Craiova can benefit from the library services; Romanian and/or foreign citizens who do not have permanent residence in the municipality of Craiova can consult the library documents only in the reading room;
(3) The use of the library services and goods is in principle free of charge. For special services, as well as for permits issued following loss, for fines and compensation, for lost, damaged or destroyed documents and for late payment penalties, an amount is paid according to the tariffs established annually by the library management.
ART. 2. SCHEDULE

(2) Any deviations from the schedule at the headquarters, as well as the branch hours, will be announced through the usual communication channels: poster, library website, mass media.
ART. 3. SERVICES
The “Alexandru and Aristia Aman” County Library, a state public library with an encyclopedic profile, provides the following services for the public:
(1) Services provided free of charge:
(1.1) Home loan of library documents through the home loan sections at the library headquarters, branches.
(1.2) Study of library documents in reading rooms arranged for this purpose.
(1.3) Research and study of manuscripts, rare books, iconography, maps, etc. in original or facsimiles, photographs, microfilms, called special collections – bibliophilia (old Romanian book printed before 1830, Romanian book printed between 1831–1865, foreign book printed before 1750, manuscripts and autograph letters, engravings and old maps) or traditional collection (book printed between 1850–1949), in reading rooms designated for this purpose;
(1.4) Individual listening and viewing of video or audio cassettes, audio or digital CD-ROMs in the room equipped for this purpose;
(1.5) Access to the collections of other libraries through interlibrary loan and online access through the global information network;
(1.6) Specialized assistance for research and consultation of alphabetical and systematic catalogs on cards, in volumes or in an automated system;
(1.7) Bibliographic and technical consultations of intellectual work at the request of users or institutions;
(1.8) Bibliographic information and documentation based on its own collections or those of other libraries, using the catalogs and bibliographies existing in the library’s collections, respectively online access to resources available in the national and, where appropriate, international computer network;
(1.9) Traditional and electronic references;
(1.10) Factual and bibliographic information of local interest recorded in our own databases or in other databases;
(1.11) Animation activities: book launches, cultural reunions, symposiums and colloquiums, meetings with personalities from various fields, competitions, exhibition openings, etc.
(2) Services provided for a fee:
(2.1) Making copies of documents existing in the library’s collections, permitted by the provisions of copyright law. Copying of digital information can only be done on media provided by the library;
(2.2) Bibliographic research and special documentation, upon request, which require a large volume of work and which remain the property of the applicant;
(2.3) Issuing full or partial extracts of advertisements and articles appearing in publications in the library’s collections;
(2.4) Reconditioning and binding of publications.
ART. 4. RIGHTS AND OBLIGATIONS OF USERS
(1) User registration
(1.1) The individual use of library services is carried out on the basis of the user agreement concluded on the date of registration with the library, which has the value of an authentic document and constitutes an enforceable title. Signing the user agreement represents the legal act by which the reader assumes moral, material and, where applicable, criminal liability regarding the use, safekeeping and timely return of borrowed and consulted library documents, as well as the use of other material assets of the library and compliance with these Regulations;
(1.2) Based on the conclusion of the user agreement, an entry card is issued, granting access to the library services;
(1.3) The entry card is obtained on the basis of identity documents: identity card or national ID card — not provisional — for Romanian citizens, or passport for foreign citizens;
(1.4) Persons under the age of 18 may be registered by one of their parents/legal guardians on the basis of the documents mentioned in Article (9), or on the basis of the birth certificate for minors under the age of 14, together with the identity card/national ID card of the parent/legal guardian;
(1.5) Upon registration, only the personal data provided for in the registration form and the loan agreement shall be requested. Librarians are required to maintain the confidentiality of such data, in accordance with Law No. 677/2001 on the protection of individuals with regard to the processing of personal data and the free movement of such data;
(1.6) The entry card is personal, non-transferable and individualized by a numerical code, unique for each user;
(1.7) The entry card is valid for five years from the date/year of registration;
(1.8) In the event of loss, damage or theft of the card, liability shall rest with the holder, who shall no longer benefit from the library services until a new card is obtained, the cost of which shall be borne by the holder. The card must be declared lost, stolen or damaged within 48 hours from the date of the incident and shall be cancelled. Failure to notify the library of the loss of the card within this period exempts the library from liability for any transactions carried out by persons other than the holder;
(1.9) In the event of changes to the data following the issuance of a new identity card, the user is required to communicate the changes within 10 days;
(1.10) The signing of the contract form upon registration by the user and the recording of loans in the user’s presence, in the computerized record-keeping system, based on the codes on the entry card, constitute the legal act by which the user confirms the completion of the loan service, as well as the obligation to accept the responsibilities incumbent upon them under these Regulations.
(2) The loan
(2.1) The following persons may benefit from the home loan service:
(2.2) Citizens with permanent residence in Craiova;
(2.3) Foreign citizens and Romanian citizens from outside the county who are enrolled in general, high school, university or postgraduate education in Dolj Municipality, with the written approval of the library director;
(2.4) Home loans may be made only by the holder of the Entry Card. For members of the same family, the loan may be made by one of them, authorized in writing in the Loan Contract Form by the holder;
(2.5) The holder/user is liable for any damages caused by the abusive use of the card by the authorized person;
(2.6) At the librarian’s request, the user is required to present both the Entry Card and an identity document;
(2.7) Each reader may borrow up to 4 (four) documents for home use from the home loan sections at the library headquarters, branches and loan points;
(2.8) The number and loan period for a home loan transaction are variable in the case of other types of documents, for example periodicals and multimedia documents: audio tapes, video tapes, CDs, CD-ROMs, DVDs, depending on their material value and the frequency of requests by users;
(2.9) Upon request, document reservations may be made and kept for 5 days from the date of notification. Reservations by telephone, e-mail or Yahoo Messenger are also accepted;
(2.10) For the preparation of works requiring broader bibliographic consultation, up to 8 library documents may be borrowed based on the approval of a request addressed by the user to the management. The request must obligatorily include the topic of the work and the purpose for which it is being prepared;
(2.11) The maximum loan period is 14 days for each library document;
(2.12) The return deadline may be extended only once, upon request, before expiry, for an equal period of time;
(2.13) Users with overdue loans may extend the loan period only with the approval of the head of service or the director of the institution;
(2.14) Loans made under the conditions of Article (2.3) do not benefit from an extension of the return deadline, except for a maximum of two library documents, for a period reduced by half compared to the initial one;
(2.15) For documents with a high circulation frequency, the loan period may be reduced to a minimum of 10 days, with no right of extension;
(2.16) In order to obtain a library document for on-site consultation, the user must fill in a request form for each requested title. A maximum of 3 (three) requests for titles/volumes may be fulfilled at one time, with the possibility of consulting other titles after the first 3 (three) have been returned. Upon delivery of the library document by the librarian, the reader shall sign the request form to acknowledge receipt;
(2.17) Records, audio tapes, video tapes and DVDs from the Media Library Section shall be studied and viewed in the specially designated room, based on the completion of the request form, in compliance with the provisions of Law No. 8/1996 on copyright and related rights, as subsequently amended and supplemented. One title may be consulted per day, and in the case of multimedia CD-ROMs, for a maximum of one hour per day;
(2.18) CD-ROMs shall be consulted only in ROM format, except for those installed in the system, within the Electronic References, Internet and Multimedia Section;
(2.19) Library documents requested for on-site consultation shall be used only in the sections that manage them. Their removal from the library premises is strictly prohibited;
(2.20) For large-format periodicals requested in a number greater than 4 volumes.
The last point appears incomplete in the Romanian source text. per shift, the reading request shall be submitted at least one day in advance;
(2.21) The last request form for volumes and newspapers shall be accepted by the reading/multimedia/reference room staff 30 minutes before the end of the public program;
(2.22) In order to protect certain categories of documents, in accordance with the provisions of Law no. 182/2000 on the protection of movable national cultural heritage, special consultation measures are provided as follows:
(2.22.1) Library documents from the traditional collection may be consulted only in specially arranged reading rooms belonging to the “Alexandru și Aristia Aman” Library;
(2.22.2) Users may not photocopy documents from the traditional collection with their own analog or digital devices, except with the approval of the management;
(2.22.3) If there are reprints for documents from the traditional collection, it is recommended to consult the latter. Exceptions are requests for documentation for the purpose of writing scientific papers, mentioned on the back of the request forms;
(2.22.4) Documents from the legal deposit fund constitute intangible funds and can only be consulted at the reading room of the “Alexandru și Aristia Aman” Library.
(3) User behavior:
(3.1) Access to the reading, reference, listening or viewing rooms is permitted only on the basis of the Entry Card and an identity document;
(3.2) The user is required to check the physical condition of the library documents upon receipt and to report any defects. Upon return, the librarian shall check each document in order to establish any possible damage. The user shall return the borrowed library document in the same condition in which it was received. Otherwise, the user shall be materially liable for the damage caused;
(3.3) Users may not leave their seats in the reading rooms for more than one hour without notifying the room attendant. Otherwise, librarians have the right to assign those seats to other users;
(3.4) Users may check their e-mail messages or carry out photocopying, word processing, printing, copying data onto floppy disks and compact discs, and image scanning activities. Printing information is permitted only with the consent of the room attendant;
(3.5) Accessing internet sites of a pornographic, offensive or defamatory nature is prohibited;
(3.6) The introduction of propaganda materials or flammable and pyrotechnic materials is prohibited. Posters may be displayed only with the approval of the management;
(3.7) Access to the loan, reading and listening rooms with folders, bags, briefcases, coats, overcoats, etc. is prohibited. These must be deposited in the specially designated areas;
(3.8) The user must allow the librarian on duty to carry out a check upon exiting the public access areas, in order to detect any possible removal of library documents without authorization;
(3.9) Users are required to behave in a civilized manner that allows reading and study activities to take place, and to maintain silence, order and cleanliness in the library. The use of mobile phones inside the reading rooms is prohibited. The consumption of food and beverages and smoking are permitted only in the areas designated for this purpose;
(3.10) Users are required to have decent, clean attire and an acceptable personal hygiene condition, including in terms of odor, so as not to disturb those around them. Otherwise, their access to the institution shall be denied;
(3.11) The institution is monitored by video surveillance and is equipped with an anti-theft system;
(3.12) Access with animals inside the library premises is prohibited;
(3.13) If the user or another member of their family contracts a contagious disease during the period in which library documents have been borrowed, the user is required, upon returning them, to notify the library so that disinfection or destruction measures may be taken, as appropriate;
(3.14) Photographing documents belonging to the library is prohibited;
(3.15) Users are required to use the computers and related materials in accordance with the posted rules, and not to damage the equipment or furniture provided;
(3.16) Users are prohibited from repairing, on their own, any damage to documents, equipment or other assets belonging to the library.
ART. 5 COMPENSATION FOR DAMAGES
(1) In case of non-compliance with the loan term, the following measures will be taken:
(2) Payment of a daily penalty, for 30 days from the date of expiration of the loan term, established according to the number of documents borrowed and the number of days overdue. Its amount for a document per day overdue is established by the library management in accordance with the legal provisions (according to the Law on Libraries no. 334/2002, art. 67/1, republished);
(3) A written notification will be sent 30 days after the loan term expires;
(4) Starting with the 60th day of delay, the overdue user is liable to be sued in court;
(5) In order to compensate the library for damages caused by the user, the user has the following obligations:
(5.1) In case of loss, theft by third parties, total or partial damage to library documents:
(5.1.1) To notify the librarian on duty at the department to which the lost document(s) belong as soon as possible, in order to be provided with his/her identification data;
(5.1.2) Return an identical copy (same edition) to the library or
(5.1.3) To pay the updated value of the lost document and the fine according to the legal norms, i.e. the payment of their inventory value, updated by applying the current inflation coefficient, to which is added an amount equivalent to up to 5 times the price thus calculated (Libraries Law no. 334/2002, art. 67/2, republished) and to pay the equivalent of the postal items;
(5.2) In case of total or partial damage to other material goods inside the library:
(5.2.1) To return to the library an identical good or to pay the replacement value of the destroyed or damaged good;
(6) For minor users, compensation will be borne by the parents/guardians;
(7) The “Alexandru și Aristia Aman” County Library is not responsible for goods left by users outside the spaces specially arranged for their storage.
ART. 6 SANCTIONS
(1) Verbal warning, for the first offense and for minor offenses (loud or continuous conversation, sleeping in the reading rooms, refusal to use the cloakroom to deposit personal items, filming or photographing the premises of the “Alexandru and Aristia Aman” County Library without the consent of the library management, etc.). The warning will be notified in the user’s file, dated and signed by the librarian.
(2) Temporary suspension of up to 90 days of the right to access library services occurs in the following cases:
(2.1) Using the pass of another person without express authorization is sanctioned by suspending the right to frequent the library for both persons involved for a period of 30 days;
(2.2) In the situations provided for in article (5);
(2.3) Smoking, bringing in and consuming food and drinks outside specially designated areas, and using a mobile phone are sanctioned, after the first warning, with suspension for a period of 15–30 days;
(2.4) Accessing Internet sites within the meaning of art. 4 para. (3.5) is sanctioned, after the first warning, with suspension for a period of 30 days;
(2.5) Failure to respect peace, order and cleanliness in the library is sanctioned by suspension for a period of between 30 and 60 days;
(2.6) Removing publications from the reading room, regardless of duration, without the librarian’s approval, is sanctioned by suspension for a period of 90 days;
(2.7) Damage to publications (underlining, marking on the text, extracting pages) is sanctioned by suspension for a period of 90 days;
(2.8) Repeated and poorly justified delays in returning documents on time may result in suspension for a period of 15–30 days;
(3) The suspension of rights for an indefinite period of more than 90 days will be decided, upon the written proposal of the head of Public Relations, by the library director, in the event of the accumulation of several offenses or serious acts not provided for in this regulation;
(3.1) Leaving the library premises by the user while carrying any document belonging to the “Alexandru și Aristia Aman” County Library, regardless of duration or reason, is sanctioned by the suspension of the entry permit for the current year, but not less than 90 calendar days, in which case the suspension continues into the following calendar year;
(3.2) The theft of library documents or other material assets in the library’s patrimony constitutes a crime and is sanctioned according to the laws in force by the competent authorities;
(3.3) The flagrant act proven by the library employees, ascertained by a report, constitutes a cause for suspension for an indefinite period of access to the library services, corroborated with the obligation to compensate for any damages caused, regardless of the legal qualification of the act;
(4) The sanctions may be applied cumulatively and may be contested by the user according to the regulations in force;
(5) The library management will decide on any derogation from the provisions of this regulation.

SECTION E, Public Libraries
Art. 22. (2) Public libraries ensure equal access to information and documents necessary for the information, lifelong education and development of the personality of users, regardless of social or economic status, age, sex, political affiliation, religion or nationality.
Chapter VII: Rights and obligations of users
Art. 67. (1) Failure to return library documents borrowed by users on time shall be sanctioned by the payment of a gradually applied amount, up to 50% of the average acquisition value of library documents from the previous year.
(2) Damage, destruction or loss of library documents by users shall be sanctioned by the physical recovery of identical documents or by paying an amount equivalent to 5 times the average purchase price of library documents from the previous year.
