If a person considers that their right of access to information of public interest has been violated, they may submit an administrative complaint to the head of the public authority or institution to which the information was requested, in accordance with the provisions of Article 21(2) of Law No. 544/2001 on free access to information of public interest, as amended and supplemented, as well as Articles 32–34 of Government Decision No. 123/2002 approving the Methodological Norms for the application of Law No. 544/2001 on free access to information of public interest. (2) of Law No. 544/2001 on free access to information of public interest, as amended and supplemented, as well as Articles 32–34 of Government Decision No. 123/2002 approving the Methodological Norms for the application of Law No. 544/2001 on free access to information of public interest. Templates of administrative complaints are provided in Annexes 5 and 6 of the Methodological Norms.

Also, if the applicant considers that their rights provided by law have been violated, they may file a complaint with the administrative litigation division of the tribunal within whose territorial jurisdiction they reside or within whose territorial jurisdiction the headquarters of the institution or public authority is located, as provided in Article 22(1) of Law No. 544/2001, as amended and supplemented, and Article 36 of Government Decision No. 123/2002. (1) of Law No. 544/2001, as amended and supplemented, and Article 36 of Government Decision No. 123/2002.
