Personal Data Privacy Policy
This Privacy Policy aims to explain in a simple and transparent way what type of personal data we collect about you and how we process it.
This policy applies to the following individuals:
- Library users, as well as their legal representatives (in the case of children), guarantors;
- Library volunteers;
- Teaching staff, in contractual relations with the library through partnership agreements;
- Students in professional practice;
- Candidates for employment competitions;
- Visitors, any person who enters the library, the headquarters being equipped with a video surveillance system;
- Any natural or legal person who has commercial or contractual relations with the library;
- People who register for library activities (before having a library entry permit) or for various events (conferences, workshops, courses);
- Natural or legal persons requesting information according to Law No. 544/2001 on free access to information of public interest.
Personal data refers to any information that tells us something about you or that we can associate with you. Processing refers to all the operations we may perform on data, such as collecting, recording, storing, adjusting, organizing, using, disclosing, transferring and deleting it.
You provide us with personal information when you become a library user, use our online services, fill out an online form, sign a contract, use our products and services, or contact us through one of our channels.
The personal data we collect includes:
Identification data:
- last name, first name, parents’ first names
- date and place of birth
- email address
- phone
- the identity document
- student or pensioner ID number
- home address and mailing address
Socio-demographic data:
- occupation
- place of work or study
- nationality
Data about online behavior and preferences:
- IP address of your mobile device or computer
- pages visited on the online catalog
Data relating to your interests and needs
- information communicated when you use library services
Audiovisual data:
- photo for registration in the library system

Sensitive data
We do not record sensitive data regarding your health, ethnicity, religious or political beliefs.
We only use your personal data for legitimate public interest purposes.
These include:
- fulfillment of rights arising from the library services contract;
- home loan for people with permanent residence in Dolj county:
- maximum 4 documente tipărite pe 20 zile calendaristice
- 4 audiovisual/electronic documents for 7 days
- on-site consultation of documents for all persons, regardless of residence;
- information and references, cultural activities, free Internet access;
- fulfilling the obligations arising from the library services contract;
- automated loan acceptance;
- compliance with the loan term and the Public Services Regulations;
- in case of exceeding the loan term, payment of the equivalent of the approved tariffs;
- accepting information/notification regarding library services;
- in case of loss or damage to documents, the purchase of identical documents or payment of their equivalent value according to the Library Law no. 334/2002, republished;
- completing the general standard library forms approved by Order No. 2249/4775 of June 9, 2009;
- completing the Annual Statistical Report and the Statistical Usage Report requested by the Romanian Association of Libraries and Librarians;
- completing the statistics requested annually by the National Institute of Statistics;
- carrying out volunteering contracts according to Law No. 78/2014;
- carrying out activities within the framework of partnership agreements;
- registration for activities/events organized by the library;
- conducting internship conventions for students;
- conducting employment competitions;
- carrying out service contracts;
- requests according to Law No. 544/2001 on free access to information of public interest;
- monitoring access/persons in public/private spaces;
- security of people and spaces.
The library undertakes to maintain the confidentiality of personal data, in accordance with Law No. 677/2001 and not to communicate your data to third parties, except in cases provided for by law.
Your rights
We respect your rights as a library user.
The right to access information
You have the right to request a report of your personal data that we process.
Right to rectification

The right to object to data processing
You can object to the use of your personal data by the library. In this case, you cannot benefit from the library services because it is necessary for us to conclude a contract with you.
Right to restriction of processing
You have the right to request that we restrict the use of your personal data if:
- you believe the information is inaccurate
- we process data illegally
- you have objected to the use of the data in the legitimate interests of the institution
Right to data portability
You have the right to request the transfer of your personal data.
Right to erasure
You can request the deletion of your data if:
- the data is no longer necessary for the purpose for which it was collected
- you withdraw your consent
- you object to data processing
- the library processes data illegally
- the legislation requires the deletion of data

How long do we keep your data?
We are only allowed to retain personal data for as long as is necessary for the purpose for which it was collected. After this period, feasible solutions, such as archiving, are sought.

Recommendations for users
- Report the loss of your library pass.
- Do not save personal data on library computers.
- Delete files saved on library computers.
- Report forgotten storage devices.
- Log out of the online catalog when you are not using it.
- Log out of email or social media.
- Install antivirus, antispyware, and firewall.
- Use strong passwords.
- Be vigilant for phishing and suspicious activity.
